Memorandum of Understanding
Principal Evaluations by Teachers

The District and Association affirm that dramatically increasing student achievement requires, among other things, positive working relationships among administrators and teachers. Based on this core belief, all staff members should make every effort to maintain a constructive working environment. The positive attributes of a school leader, as identified in the DPS/DCTA School and District Climate Task Force Report, will attract and retain quality teachers leading to increased student performance. These attributes will be included in principal evaluations by their supervisors.  To implement these concepts:

  • The Superintendent and Association President will appoint a work group to review best practice regarding principal evaluation and 360 reviews.
  • The work group will convene no later than September 30, 2006, and its work will be concluded by January 15, 2007.
  • Factors to be considered in the development should include but not be limited to CSC principal evaluation forms, the School and District Climate Task Force Report, and principal evaluations by teachers from other districts across the country.
  • Annually, the Superintendent and Association President will review the results of the evaluations of each principal.
